Incident Details

Blackburn, Sauter and Hannas were subject to an internal investigation regarding four counts of Insubordination, one count of Discreditable Conduct, and one count of Unlawful Exercise of Authority due to an on-duty incident in 2005 referred to as the "sweatbox" incident, where police officers "rounded up" homeless people and dropped them off on the opposite side of the city. Blackburn was cleared of all charges, while Sauter and Hannas were found guilty of insubordination and discreditable conduct. The officers was also sued in relation to the incident.
